London, August 2025 – The ADR 2025 regulations on asbestos transport are now in force, reshaping how contaminated materials must be moved across the UK and Europe. These rules are designed to close safety gaps and reduce risks during one of the most hazardous waste operations.
One of the most significant changes is the requirement for asbestos to be carried in dual-layered container bags. These are built with a dust-tight inner lining and a reinforced outer shell with a secure closure. They must be placed inside rigid transport compartments with smooth interior walls to prevent tearing or damage during loading and unloading. The aim is to create a sealed system that keeps asbestos fibres contained throughout the journey.
The new framework also introduces Special Provision 678, which requires asbestos waste to be transported directly from the removal site to its final disposal point. Intermediate stops or transfers are no longer permitted. Carriers are now obliged to state “Carriage under Special Provision 678” on transport documents, while also providing technical data sheets for the approved container bags and, where tipping is involved, a written procedure for safe unloading.
Although the regulations took effect at the start of the year, enforcement will be strict from June 2025 after a six-month adjustment period. Government agencies including the Department for Transport and the Health and Safety Executive have stressed that operators should not delay in updating their procedures, equipment, and documentation.

Those who fail to comply risk penalties, project delays, and, most importantly, exposing people to dangerous fibres.
